Charlie Zitnik, Managing Director, Public Finance Banker, D.A. Davidson & Co

Zitnik has been licensed in the securities industry since 1982.  He has been with D.A. Davidson & Co. since 2006 when the fixed income group of his predecessor firm, Kirkpatrick Pettis, was acquired by D.A. Davidson & Co.  Zitnik carries an undergraduate degree from the University of Kansas and a Master of Business Administration from Rockhurst University, with additional coursework at Columbia University, New York.

Zitnik is focused on energy savings performance contract financing and essential purpose infrastructure financing on a national basis. He carries extensive experience structuring financing with revenue streams including property tax, sales tax, development fees, property/sales tax increment, public improvement fees, energy consumption savings, and various combinations of these revenue streams.  His expertise is often called upon early in the life cycle of projects to assist clients in long-range public finance planning.


David Nemtzow, Loan Programs Office, US Department of Energy


Hans Riemer, Senior Consultant, Loan Programs Office, US Department of Energy

Hans Riemer is a senior consultant to the US Department of Energy’s Loan Programs Office (LPO), where he leads the state and local engagement team and is working with government and private sector leaders to finance a wide array of clean energy projects. Prior to joining LPO, Hans served for 12 years as an elected official in Montgomery County, Maryland, where he passed numerous energy and climate laws including all-electric building codes, solar zoning reforms, building energy performance standards, and smart growth incentives.

Daniel Webber, Public Affairs Specialist, Internal Revenue Service (IRS)

Daniel Webber is a Public Affairs Specialist with the Tax Outreach, Partnership and Education Branch of the Internal Revenue Service. He has served as a public servant with the Department of Treasury for 9 years. Prior to joining the Tax Outreach, Partnership and Education Branch, he worked in the Wage and Investment Branch.


David Diaz, Managing Partner, Walker Reid Strategies Inc. 

David Diaz is the Managing Partner for Walker Reid Strategies, a prominent firm specializing in Energy Efficiency and Specialty Tax Services. With over 20 years of experience in the construction and real estate industry, David established himself as a seasoned expert in enhancing energy efficiency in commercial buildings. 

David assumes a pivotal role with Walker Reid Strategies in overseeing the day-to-day operations of the Energy Tax Incentive Practice. His responsibilities encompass guiding clients through the intricacies of energy tax incentives, including the 179D Tax Deduction and 45L Residential Tax Credit. By helping CPAs, architects, engineers, ESCO's and building owners navigate the energy implications and tax consequences of these incentives, David empowers them to maximize their energy efficiency efforts while optimizing their financial benefits. 

Recognized for his depth of knowledge and ability to communicate complex concepts, David frequently delivers captivating lectures on energy tax incentives. His presentations focus on educating and empowering professionals in the industry, providing valuable insights into the intricacies of the 179D Tax Deduction and 45L Residential Tax Credit. Through these engagements, David helps professionals leverage the available incentives to drive positive change, foster sustainable development, and enhance energy efficiency across the board. 


Nick Silbergeld, Credit Investments Team's Director, HASI

Nick Silbergeld is a Director on the Credit Investments team at HASI (NYSE: HASI), a leading investor in climate solutions. He is responsible for originating, structuring, and executing transactions with a focus on the firm’s energy efficiency investments and securitization platform.

Prior to joining HASI in 2022, Mr. Silbergeld worked at Calvert Impact Capital managing investments across various sectors, with a previous role at J.P. Morgan in the commercial mortgage securities group. He is a member of the Maryland Clean Energy Center's Advisory Council, which advises the Executive Director and assists in developing strategic objectives. He holds a Bachelor’s Degree in Economics from Denison University and a certificate in Clean Energy Finance from the Yale University.

Cancellations and Refunds

Conference registration fees are refundable in full if notification is provided by email to Michelle Yoon, michelle.yoon@naesco.org, no later than Friday, May 17. A deduction of $100 will be made from the refund for all cancellations received between May 18 and 31. No refunds will be made for cancellations received after June 1.

The National Association of Energy Service Companies (NAESCO) is committed to providing a safe, productive, and welcoming environment for all meeting participants. This NAESCO Event Code of Conduct applies to all individuals involved in NAESCO events including attendees, speakers, industry partners, exhibitors, NAESCO staff, and others. By participating in NAESCO events, including events held in conjunction with NAESCO events, you agree to comply with this Event Code of Conduct.


This Event Code of Conduct establishes guidelines for participant behavior, as well as consequences for unacceptable conduct. All participants are expected to treat others with respect and consideration, adhere to venue rules, and promptly notify staff of any violations of this Event Code of Conduct, including hazardous situations, or any participant in distress.


Fostering an environment built on mutual respect and collaboration is essential for the success of NAESCO events and the well-being of all participants. Therefore, full cooperation is required in adhering to the principles outlined in this Event Code of Conduct.

 

Unacceptable Conduct

NAESCO values a safe and inclusive environment for all participants and expect everyone to adhere to these guidelines during NAESCO events. Unacceptable behavior includes:

  • Intimidating, harassing, abusive, discriminatory, derogatory, or demeaning speech or actions by participants at or in relation to NAESCO events. Discussion of opposing or different viewpoints is appropriate but is expected to be in a respectful tone and manner that avoids attacks.
  • Verbal or physical abuse, intimidation, or efforts to annoy others, which in any way creates a disturbance that is disruptive or dangerous or creates reasonable apprehension in a person.
  • Harassing behavior (including, but not limited to, offensive comments related to gender, sexual orientation, disability, physical appearance, race, religion, ethnicity, inappropriate use of nudity and/or sexual images in NAESCO-sponsored spaces or in presentations, yelling at or threatening participants, stalking or unwelcome following, harassing photography or recording, or unwelcome physical or verbal contact or sexual attention.)
  • Disrupting an event. All participants must comply with security and NAESCO staff instructions.

Consequences of Unacceptable Behavior

Unacceptable behavior will not be tolerated at any NAESCO events. Immediate compliance is expected from anyone asked to cease such behavior. NAESCO reserves the right to take necessary and appropriate actions, including immediate removal from the event without warning or refund, in response to any incident of unacceptable behavior.


If additional action is needed, the Executive Director will investigate the allegation and determine if there is a violation. All involved parties must cooperate with the investigation.


Once the investigation is concluded, the Executive Director will write a report and share with the NAESCO Executive Committee and counsel to determine next steps, if any. 


NAESCO reserves the right to seek legal actions from those responsible for violations that caused damages or financial losses to NAESCO. All involved parties agree to waive any right to bring legal action for claims or damages against NAESCO or any person acting for NAESCO in his or her capacity in the enforcement of this Event Code of Conduct.


Reporting Conduct Violations

Conduct in violation of this NAESCO Event Code of Conduct should be promptly brought to the attention of Timothy Unruh, Executive Director, timothy.unruh@naesco.org, so appropriate action is taken.


Retaliation against any individual who reports a violation or participates in an investigation is prohibited and will be addressed accordingly.
